Every consequential action binds to a named human approver with a scoped, expiring approval. Approval, execution, and finality stay three distinct states — never blurred.
Sources admitted with their rights, local integrity manifests, custody events, and professional review that records its own limitations. A hash is not admissibility, and the limits travel with the artifact.
